No filter for CC in cas?

So I know there used to be a CC filter in cas, before the awful marketplace update. 
Now, instead of that, where it used to be just has purchased, unlocked, and locked.

Why is the Custom Content filter gone? 

I know cc has been messed up since either the Royalty & Legacy update, or the Marketplace update. (I don't know if one came before the other or not) Anyways, I have two pieces of cas cc. Two different hairstyles and I only use one of them. 

It's called the Rhoda Hairstyle by simstrouble on Patreon. I had been using it, but haven't played the game since the update. And I expected it to not work, it didn't. So I deleted the cc, redownloaded it and placed it in the mod folder like usual and it's still not showing up and neither is the other hairstyle. 

So I have two questions, one, why is the custom content filter in cas gone?
Two, why can't I find my cc?
