No shopkeepers in Casters Alley

Hi, I am in the process of going through my mods to look for the cause, but it will take a while. Has anyone run into a bug where the shops in the Magic Realm are all closed all of the time? There are no ghost shopkeepers lurking around, either. My sim goes in and there is only ever one other sim in the area and that sim just stands around.
