No Skills/No Problem Scenario - Skills not registering/no skill progression

Steps: How can we find the bug ourselves? Initiate the No Skills/No Problem Scenario and do skill-building tasks.
What happens when the bug occurs? When the Sim loaded on the lot, he had level 1 skill in 5 skills (these were generated by the game when the Sim left CAS). I directed him to read Cooking 1, which he did but without any skill progression. Told him to swim, paint... no progress. I tried the same actions on another Sim, separate lot and without the scenario everything worked as it should. I restarted the game with several changes each time: removed mods in stages; removed all mods, cleared cache; with mods still removed, repaired the game. When I deleted the scenario skill-building/progression resumed as normal. (Mods have not been returned to the game as I've been testing.)
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. December 14th patch or the previous one. I'd played the scenario with another Sim just prior to the last two patches.
@Wndblwz The goal of the No Skills/No Problem Scenario is to make money without any skills, so the game is set to not let the sim who started the scenario gain any skills while the scenario is active. So your sim not gaining any skills while the scenario is ongoing is by design. Once the scenario is complete, the sim will then start gaining skills.
