Non-family member traits won't appear

Steps: How can we find the bug ourselves? When I click on "Open Sim Profile" for any non-household Sim, I see only the Careers and Education and Relationship dropdowns. This is true regardless of how many times I've tried clicking "Discuss Interests." The "Get to Know" option has also disappeared, but that seems to have been the case for longer than I've experienced this issue.
What happens when the bug occurs? I have no way to learn about traits, likes and dislikes, or anything else about non-household Sims.
What do you expect to see? I expect to see the "Traits" dropdown at the top, especially after I've clicked "Discuss Interests" several times.
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.
Did this issue appear after a specific patch or change you made to your system? No
I can't seem to find any in-game way to learn other Sims' traits.
