NPC Sims Nowhere in Sight

I redownloaded my outdated mods—Mc Command + Woohoo + **bleep** and I got back on and there's no NPC sims walking on the street. I even invited an NPC my sim befriended to the current lot and it says they'll be there but they never show up. Does anyone know how to fix this? I'm trying to bag Nancy's husband rn
