Whoa.. didn't see that mod that is okay that turned to be semi-broken. The Lock Skill Gain Progress.

The mod is semi-broken. I found this flaw today. While it does work on your Sims that "you've locked the skills before", while it doesn't work on different Sims you had or created that you "didn't lock" the skills. Even the pie menu says that you can lock/unlock skills, but it's not really getting the effect of the skill locked.
@luthienrising, update that mod to the list as semi-broken.
EDIT: Switching to a different household and switching back on the previous household makes the effect work. Despite not completely broken, but I still call semi-broken. What a weird behavior.
