I've had a chance to test the new update and the bug where NAPs from all areas are applied to NPCs does appear to have been fixed. So I've retired my NAP Autonomy Fixes mod (simvasion_civicpolicy_tweaks.package) – anyone with the latest game update can remove it from their mods folder.

It contained a fix for another bug where NPC NAP behaviour could become stuck on played sims, and that still appears to be an open issue, so I've moved that fix over to my Eco Lifestyle Interactions Fixes mod, which has also been updated.
