Pack up and Move Out pop up

There is an issue with the University pack. The Pack up and Move Out window keeps popping up when you enroll and choose to live off campus. I even dropped my sim out of University and it's still popping up. It will not allow him to travel, Split from Household and Move, nor will the game allow me to Save and Exit.

I even removed the sim and added him back to the family, then removed his sister from the family and added her back. The pop-up only happens when he is in the family, but even if he is removed, his sister cannot travel nor can I Save and Exit. Now he is stuck and won't leave the campus.
