Placing lot bug??

Hello, I have been dealing with a bug of some sort on the game Sims 4. 

Whenever I try to place a lot from the gallery, my screen always get stuck to the replacing lot tab.

I have provided a screenshot of the screen that it stays on. I have moved my mods and it still stay stuck on the screen. So the mods and cc isn't the problem.

May someone please help? I've been trying to fix it for a week straight before I sent this message.

    Try the following

    • Close the game
    • Rename Documents\Electronic Arts\The Sims 4 to Documents\Electronic Arts\The Sims 4_Old
    • Start the game. All your content will be gone now as the game created a new folder. All your saves/.. is still in the old folder so not to worry
    • Start a new save game
    • Check if you still have the error
    • Report back with your results for further steps on how to get your stuff back.
