Hello, Just because they're up to date does not necessarily mean that they are working well with the latest patch. Do the mod notes state that it's been tested to the latest game patch?
Does this happen when there are no mods installed?
If you aren't having the issue on a "vanilla" game (no mods) then a mod must be an issue.
Slowly add them back in and reload to try and recreate the issue until you find the mod causing the problem. This can be done in chunks to speed up the process. Once you find the chunk that is at fault, keep narrowing it down until you find the one causing it. It may be more than one, but in this instance, it's probably only one.
