Could you please remove all your mods again, delete the localthumbcache file, delete all the lastexception files you currently have, then trigger the error on a vanilla game and check if a new file is created. If so, upload that.
Here is the new lastexception file created with no mods. If this information helps, I deleted and reinstalled the game (then added back my tray files, saves and mods) and the error was gone the first few times of startup and I could play as normal, but after the third time or so opening the game the error reappeared. Oh my God, thank you so much but I think I solved the issue. I went into my Sims 4 Folder and saw that within my ConfigOverride folder, the Default.ini file I had in there had the wrong version of the game in it, so I deleted it. From there, I saw that the GameVersion.txt file also had the wrong version of the game in it, so I deleted that too. I then reopened the game and the glitch and code is gone in all the worlds and I can reopen my households again, with my mods enabled too. Thank you so much for all the help!
@rymscv Thanks for the info. Makes me start to wonder if that configoverride folder was such a bright idea to add to the game.
