The cache file is not in the mods folder - it’s in the main Sims 4 folder (same level as Mods folder). But it may have cached some of what the mods do. So you temporarily remove mods and clear cache, then see if the game opens. If it does, you either leave your mods/cc out, or start re-adding it a bit at a time to see which piece breaks it.
