I have the same problem kinda
i tried fixing the game and taking out mods and cache and stuff and opening a new save and it did work, but as soon as I put the mods back in it disappears. Are there any mods that are known to interrupt the wants/fears system? Because I do have a lot of mods and the whims always worked perfectly
I had this problem and then I removed a bunch of leftover KawaiiStacie stuff specifically SOL and it appeared to be normal showing whims/wants&fears, Until I went back in game and they were gone again hahah.. try to see if you have any KS mods leftover??? other than that i'm at a loss as well.
The MissBee Child Aspirations set was one of the culprits for me. Currently testing in individual folders to see if there are any more problem files.
