If she's pregnant at all, then that is by design. Pregnant sims cannot ride horses.

However, if you use mods, sims being unable to mount horses has been linked to outdated mods. In particular, ones related to pregnancies and walk styles. You will want to go through all of your mods in order to find the ones that are broken/outdated.
