@EA_Solaire Thank you for your response. No, I have not tested it without Mods/CC in my game, although after I asked this question, the game updated towards the end of last year, and the problem seemed to have fixed itself, and I could play it for a little bit. However, once I bought more content (i.e., another expansion pack and a few new kits from Origin) multiple weeks ago, the problem returned. Therefore the pack is still unplayable for me.

Hi, there
First, need to try the game without mod/CC as @EA_Solaire mentioned.
This is so that if a glitch occurs when playing with a mod/CC, we will know if the glitch is caused by the original game system or by the mod/CC.
To try in a game without mod/cc, follow the steps below.
1. Moving your Mods folder to the Desktop and delete localthumbcache.package.
2. Test the game without the mod.
3. If it works normally, check for updates to your mods/CC.
4. You can then add them back a little at a time while testing until you have found all that are broken.
If you have many mods/CCs, you can use the 50/50 method to find the cause.
Please refer to the following site for instructions on how to perform the 50/50 method.
If you have a problem with a game without mods/CCs, please report it again to this post, including whether you are playing on Windows or Mac.

@Pick-a-boo_doo Thank you for your response. I forgot to mention that now when I send my sims to high school, they no longer move on the lot at all. Once the lot loads, all of the teens, including NPC teens, stand in place on the sidewalk with zero movements. The school employees move only. I will try to remove my CC/Mods, although I have quite a few. How can I keep the game from resetting the CC/Mods I currently use in my active households if I remove the files from the game? I ask because I once loaded the game and my CC/Mods were somehow disabled by default. Without thinking, I saved the game while it was in that state, and it reset the CC/Mods on all of my households which was devastating for me as I did not know which CC/Mods items each sim had and, therefore, ended up deleting all of my played households out of frustration.
Where do I locate the instructions for performing the 50/50 method you are referring to in your response?

That is Sims 2 category page, but the method is the same.
And be sure to delete localthumbcache.package. This is important. CC and other data can remain in localthumbcache.package.

You say you don't want to reset the mods/CCs, how about taking a screenshot of each sim before testing?
But you will not be able to use the CC or the mods that are still broken, because the game will not work properly if you do not delete them. - Keia243 years agoSeasoned Novice
I started doing the 50/50 method by splitting my CC/Mods folder into two separate folders. When I put each section into the game one at a time, everything worked fine on the high school lot. I also used my mod detector again, and it showed a few items were conflicting; however, I do not think it is accurate as the few items that popped up as conflicts are CC items that I most recently downloaded, and this problem has been going on long before I downloaded those items. I did remove one older Mod that it stated was conflicting with another and loaded the game to play afterward. I played on the high school lot for two sim days, and everything worked fine, so I assumed the item I removed must have been the problem. However, I just started a third sim day, and the game is malfunctioning again. The sims stand on the sidewalk and will not move. I do not think the older item I removed was causing the problem or conflicting with the other Mod the detector indicated either, as both of those Mods were together in the first batch of the CC/Mods folder that I put back into the game while doing the 50/50 method and they worked fine. I am unsure where to go from here, as I have also repeatedly repaired the game through the Origin app.
Should I try attending high school in a new game or using another family, perhaps? I am still unsure if this is entirely a CC/Mods problem because the game is working fine one minute, and the next, it is not. By the way, when I removed the entire packages folder and played on the high school lot for a few minutes, everything also worked fine. I will remove everything again and see if it malfunctions on the high school lot after playing more than two days in a row with a different family. This is the only other thing I know to try.
Additional Questions I Have:
1) Is the high school lot supposed to look really dark and muggy outside when you load it to play during the school day?
2) Is the prom event supposed to show on the calendar because mine is not showing? (Not to mention, over the past weekend in the game, a popup came along asking if I wanted to attend prom, and when I selected to attend, nothing happened, and my sims remained on their home lot)[1ST NOTE: This happened before I removed the older CC item while doing the 50/50 method][2ND NOTE: I do not and have never used MCCC]
3) Why do lots in the Pendula View neighborhood of Willow Creek have a pink tint when viewing them from the World map? They did not look like that initially.
4) If a CC/Mod item is not currently being used on an active sim, can it still interfere with game performance and cause malfunction during gameplay?
All help is much appreciated.

I know you want to use MOD/CC, but you don't lose them, so be sure to test the game once without MOD/CC.
(It is useful to copy the entire "The Sims 4" folder to your desktop. Simply create a folder on your desktop with a descriptive name, and Ctrl+drag "The Sims 4" folder into that folder.)
After confirming that the game can be played normally without mod/cc, please return the mod/cc using the 50/50 method.
The optional Enable Mod/CC button defaults to unchecked. Be sure to check it before starting the game.
Please assume that the mod/cc will be broken whenever there is an update to the game. And after an update, make it a habit to start the game without the mod/cc first.
When there is an update to the base game, many mods/CCs will be affected. We recommend that you get used to dealing with mods/CCs while you are at it.
