Has the problem been resolved?
I have a sentence in your post that concerns me so I confirm it.
You write,
"I can't find it anymore but I also always had the fill empty homes option unchecked."
Is this referring to the setting under Options > Game Options > Gameplay?
See the following image.


Now that Neighborhood Stories has been introduced, the "fill empty homes option" in the red box has been removed.
Instead, the Neighborhood Stories system now determines what happens to NPCs, including when they move.
Scroll down in gameplay and you will see a check box to turn off the NS system.
If you uncheck this box and turn off NS, the NPCs will no longer move.
You can also make individual settings, such as turning off only move in and move out, while leaving the NS system on.
Or is it that this NS system is not working correctly?

    I know that they changed it to neighbourood stories and I also always turn off neighbourood stories except for the dying option sometimes so the sims aren't supposed to be able to move in or out on their own (and certainly not merge with other sims that didn't live on the lot either)



    So yeah neighbourhood stories isn't working correctly is what I'm saying.

    Hi there

    Sorry hear that, and thank you for updating your status.
    So, you think that your NS system doesn't work correctly.
    It appears that households are being merged to create new households, which cannot happen in the NS system.

    As you can see in the image below, there is no integration of households built into the NS system.
    If you are using MCCC or any mod that can manipulate the household status, you may want to check your settings or check for mod updates regarding household merging.
    I don't know if there are any mods that interfere with the NS system, as I don't use any mods, but I feel that you should unplug the mods and check to see if the NS system is working properly.
    I hope you can find the cause of the problem.
