@bdashiellx There's an option in the settings which makes it so NPCs can't vote on NAPS; if you turn off NPC NAP voting then go to each neighbourhood and remove the NAPs, they shouldn't be an issue after that. Fair warning though, I often get notifications that there's going to be a new NAP introduced even though there isn't, but becuase it's a game feature, it will still randomly pull up a NAP that it thinks it will introduce because no one voted for anything

    Thanks. Well I did exactly what you said, moved a sim into every world and removed the NAP that were active but We Wear Bags wasn't even one of them and everyone still has bags on their head in NewCrest at restaurants and retail. I did turn off the voting in the settings too. I don't know what else to do.

    @bdashiellx Here are some things to try:
    ~ Shift click on the sims and reset them
    ~ Go into CAS and add, then remove, a bag found in hats
    ~ Go into the retail menu and set the clothing theme to something else
    ~ If you removed them through cheats, try doing them through gameplay
    ~ Close the game and then open it again (sometimes the game doesn't process changes until you leave)
    If those fail, I reccomend going through your mods if you play with them and/or repairing your game. I hope one of these works for you!

    Thank you so much! I'll try those tomorrow. But no I do not use mods and I already repaired the game.

    I have way too many Sims to spend so much time doing this for every Sim World. I found a mod and will be testing it out. What drives me crazy is I'll do this, and the bags will be gone for a while. Then through some patch, or whatever, they'll come back all over again. Hopefully that mod doesn't have adverse reactions to my game. Sometimes you just have to use them to get rid of repetitive Sim behaviors that cheats don't fix.

    Once you disable NPC voting they never come back unless you vote for it. You must however repeal it in every neighborhood where it is already in effect.. Note that one of the premade Sims will always wear a bag. He is created that way.

    I turn that off frequently @jpkarlsen. I don't even think it's on, and everybody is walking around with bags on their heads, not just one. I wouldn't mind if it was one Sim with a bag on its head. That feature confuses me, and I like some of the other NPC affects or I'd disable to pack entirely. I can easily spend months in one World, and patches seem to undo my settings. When I finally venture into other ones, here come the bags again. So strange, and mostly when I travel to other Worlds.

    Hey, can we get rid of these rankings? They'll keep me at Guide forever, because I'm not cooperative around here. Happy New Year!

    Like I wrote you need to repeal that NAP in all neighborhoods where it is in effect. You can use the community board or a mailbox for this. If you have testingcheats on you can shift-click a mailbox to immediately repeal it.

    @jpkarlsen It doesn't matter. The mod works fine and what you keep saying doesn't always show up on the mailbox, like others have said to you. You keep overlooking what people are saying.

    But why use a mod that you need to keep updated when it is easy to solve it in the game. I only tell you how it works I can not help what other less experienced people may have told you. I also told you what is necessary to have the option to instantly repeal it on the mailbox.

    Notice that you answered in a 2 years old thread. You should always check the date before posting since things tend to change over time.

    NAPS are greyed out in worlds I don't live in, I can't remove bags

  • I've been struggling with this issue for the last 30 mins!

    I built a restaurant and created a sim to own it/manage it. Everything was going fine/normal (I ran it for a few days to increase the rating), but then everyone (including staff) started wearing the dumb bags!
    I recognized the sims eating at the restaurant who were wearing the bags (sims I play often) so I tried to change the voting in their neighborhood, but the bag thing wasn't even voted in (no bags to remove).
    The sim who owned the restaurant--tried to see if HIS neighborhood had it activated. NOPE.
    I tried to add a mailbox to the restaurant lot to vote it out, but it won't allow you to vote (even with the cheat to instantly remove or add things voted in) because it's not your home neighborhood.
    I was going insane!

    The neighborhood in question (with the stupid bag thing voted in) only had restaurants and a cafe... how was I supposed to change it? No sims were able to live there...

    Well, I did the last logical thing I could think of which was to change the cafe into a residential lot (I was not about to destroy my restaurants that I worked so hard to have high ratings), have a sim move there, add a mailbox--since it's now a house, cheat to instantly repeal the bag thing (so stupid, imo) and then ta da! FIXED. 
    Then, I simply evicted the sim, went back to the cafe (which was still residential), changed it to a cafe lot again, and done! FIXED.

    Not only do I hope this helps... I know it will! So go do it. Haha

    @bdashiellx @thenarddog123 If you're not on console, you can use the mod Basemental Eco Hacks (downloadable from Curseforge) to change NAPs on a neighbourhood where your Sim doesn't live.

    I don't use mods, but I do use the basic cheats. 
    Technically the solution didn’t require any cheating, though. 
    Other than the instant repeal, that is.
