Romance Conversation Topic Bug/Glitch (?)

Steps: How can we find the bug ourselves? In the most recent (I believe) update in the game, specifically about the conversation topics, my sims aren't able to form any sort of romantic relationship now. When I click "romance," the only topic that appears for me in "Flirtation," and I only get the following options: "Ask about romantic interests" and "Ask about woohoo interests." Once I have my sim ask another sim both of those, that is the absolute extent of romance my sims can have (and those don't even contribute to the romance bar).
What happens when the bug occurs? I kind of explained it in the previous question, my bad, but basically, my sims can't form romantic relationships.
What do you expect to see? I've done endless research and watched many new Sims 4 YouTube videos, and I expect to see more options when I click on "Romance." The options I see online are "Flirtation," "Affection," and "Physical Intimacy." My game only shows me "Flirtation." I'm not sure though whether this is a bug, or if I need to enable something else in the two sims' friendship to "unlock" those romantic options. I expect to see options of romantic interactions I can have my sims do!!
