@dreamwrthy Ugg... that's frustrating, and a bit scary. I don't know if you have any CC, in which case I you could test by removing them to see if it makes any difference, but in the past I had here and there issues with adults that didn't change to weather-appropriate clothing (when they showered it changed back if I changed them) then turning blue and saying they were about to freeze to death. Due to this issue in the past, I have played with the setting for sensitivity to temperature off for a long time. This may be a workaround to consider. If it's only happening for one household, you could turn it back on when you play a different one?
Sensitivity to temperature can be turned off and on in: Enter your game save > Options Menu > Game Options > Environment > (uncheck this box) Enable Temperature Effects on Sims.
