If so, start with a clean folder:
- Drag your whole Sims 4 folder from Document > Electronic Arts to your desktop.
- Launch Sims 4. You should get no list of mods on launch, and you should have no option to load a previous save. Reset your Options.
- Start with New to make a test save.
- Download one new CC item. Install that newly downloaded item in the newly created Mods folder and test again.

I had to uninstall Mcaffe because my subscription ended or something but it's been happening at least for over a month (I put off fixing it until last week)

Your system will have it's own firewall/antivirus as well. Make sure it's not blocking the Mods folder.
