Wait, I have the same problem, I think. For me, it doesn't matter what mod is in the folder. Have you tried the 50/50 method yet to weed out the mods? It didn't help me, but that's usually the first step.
I am not sure if you meant that your issue only started after disabling your mods or if you had the issue before disabling the mods and it continued afterwards. If you had the issue before you disabled the mods, try resetting your sims 4 folder and test in a new fresh save file without any user data and see if the issue remains

The issue only started after I disabled mods! I have tried uninstalling and redownloading the game and moved all my mods completely out of the folder. I also tried clearing the cache in app recovery on EA and it's still broken!

Yes - issue only started after I disabled Mods, but then I did 50/50 method and ended up just removing all the Mods from folder and it's still not working!
danniemacx Sounds like a combination of two problems:
- At least one broken mod. See Broken/Updated Mods & CC and Previously Broken.
- Some kind of mod or CC that your save required.
I recommend adding mods back in in batches. Check against those lists for ones that are just plain broken and ones to update. Use a new save to test in.
