Since you say this happens when you travel, does your game crash at other times? Does it crash when you try to travel to a certain lot or lots or is it to any lot? Have you checked any of the lots you are trying to travel to in build mode, going into them from the map? Have you tried making a new use folder and save to see if it happens there or did you just remove your mods folder and try in the same save you've been playing? If you did just move the mods folder, did you delete the localthumbcache file before restarting?
Tbh, this sounds like something that is mod related. To really determine if it is or not, you should create a new user folder and save and see if it happens there. Chances are it won't. Then copy your current save over to the new folder and test that. If it still happens in a new user folder where mods and cc has not been used, then the save may be corrupt. If it doesn't happen, then it's something in your mods folder causing it. Then you'll need to hunt down the file or files causing the problem by testing them a few at the time or use the 50/50 method. You can also use Sims4Studio to look at your CC files and see if you find any that are broken. How you go about it is your choice but if you want the crashing to stop, you'll need to take the time and effort to do it.
