Sims 4 hats not showing

I am having an issue since the last patch update with hats not showing at all in create a sim no matter which season you are using (everyday, formal, workout, hot weather, cold weather), and this is for all ages of sims. I do play with cc and mods in game, but when I noticed this after last patch I removed all cc and mods, ran the game and still no hats at all.
