What does it say when you try to launch the game? Do you get an error message, or does it just turn your mouse pointer into an hourglass for a second or two then back to the pointer & no error message?
Since you have mods try moving the Mods folder somewhere else and launching the game without mods. Does it launch then? If you haven't tried a repair of the game in the origin client I would strongly suggest trying that too even though you've done a reinstall of the game. It's a quick process so it's worth at try. That's fixed some problems for us that seemed to be caused by an update not applying properly that borked our game badly. It will also check the expansions you have installed and will repair them if needed.
Another thing that helps a ton for narrowing down what's causing the problem is doing a "factory reset". This can be done instead of moving the mods folder by itself if you want since it will handle that as well as helping to check if anything else could be breaking your game. This thread (linked below) describes how to do the reset. This will help rule out mods, corrupt saves, or anything else like that in the users folder as the problem if a repair didn't fix the game.
Make sure you back up that folder though as it says in those instructions so you don't lose any previous saves or any mods & cc you want to keep. If the game launches fine right after you back up and move that folder then it's something in that folder causing a problem (likely a mod). As you add folders back if the game continues to launch fine keep re-adding them but make sure to save the mods folder for last.
Ok, so you've re-added those folders and now just the Mods folder is left. Don't add all of them back at once. Add them back in batches & check to see if the game launches fine after each batch you re-add. If it stops launching after adding a certain batch then you know a mod in that batch is a problem & can try to narrow down which one in that batch is the problem. There may be more than 1 mod causing the problem too but that should help narrow down which mod or mods are the problem if it's a mod.
Now, if after doing the reset the game STILL doesn't launch even before you try to re-add any folders or mods, try a repair on the game in origin if you haven't already (instructions on how to do that are in the first link). Hopefully one of these things will help get your game running again! If it doesn't work after trying the suggestions linked above please post whether or not you're getting an error message, and if you are what the error message is or a screenshot of the error message if it's a long one.
