    I found the solution!! Turns out it was one of my mods. It was the functional water bowl for dogs and cats mod. It didn't get picked up by any detectors. I tried the 50/50 method and it worked. Thanks anyways for the help you have given me!

I did what you told me. I deleted all the exception files and opened up the household. I got into the forever loading screen again. I let it sit for a few minutes and took a look in the Sims 4 folder for new exceptions. Nothing. There is no new lastexception.
