Sim's can't use the toilet

I play with mods, i just recently downloaded them again since the update broke games. My game seems to be working fine now, ive checked through everything except my sims cannot use the toilets no matter what, the option just dosnt appear. I really dont want to have to do the 50/50 as ive been dealing with this mods folder for days now, so anything fixes would be helpful.
