Tuning Error Notifier

I've released yet another helper mod for modders, the Tuning Error Notifier, which taps into the game's logging facilities to notify modders of tuning errors within their own mods. Many of these errors don't throw exceptions, but are quietly ignored if you don't have logging enabled.
