Updates TOOL and it fixed this for me. This is a good reminder that just because a mod doesn't seem to interact with a function doesn't mean it can't cause an issue down the line.
I removed all my mods & I still can’t seem to fill the new vacancy at my residential property. There is no button or option to do so. When I go to manage worlds, there are x’s when I hover over the residential rental lots, plus the tenants’ names. For my own remaining tenant, the name does not appear; only x’s. I am so confused & can’t find anything about this issue. Help anyone? TIA
@serayepa Please test with a clean folder: Exit Sims 4 then drag your Sims 4 folder to your desktop. Restart and select "New". You'll need to reset your Options was well.
Updating TOOL fixed the issue for me as well!

Thanks for the reply. I did everything you said & I’m still having the same problems. In a new game, everything is fine. But in the save I actually want to play, there are still x’s & no way to add new tenants. I am so confused.@serayepa Try this test: Create a new Sim, move them into a regular house, then have them buy one of the completed, functioning rentals properties that came the pack. The one in the more downtown area has a vacancy. See if you can fill that.
I had the same issue!! I literally deleted all CC and mods and still not working! Or it let me select fill vacancy but when i select a family nothing happens 😭😭
