Unable to get a horse

Every time I try to get my sim to get a horse whether it’s through the phone, computer, or even the horse bed, she just resets and doesn’t do it. when i create a horse in CAS it disappears once i’m out of CAS. everything else seems to be working fine but what’s the point of a horse ranch pack if i can’t get a horse!?!? anyone have any ideas or having a similar issue?
