Werewolf scaring entire hospital

So before anyone can admit the werewolf patient to a bed, every interaction gets cancelled because of "RUN AWAY". I had a sim collapse & needing surgery but boom my doctor sim cancelled his assessment and the surgery can never proceed. I can't even use cheats or MCCC to make the werewolf leave.
