Whim Fix Mod

Is it possible for any mod creator to make a mod that can stop the whims becoming unlocked. I have no actual clue about modding so I'm not sure what can and can't be done.

The developers have abandoned this feature but for me it's actually quite important to my gameplay. I keep locking important whims but they are becoming unlocked by themselves and disappearing and it's very frustrating.

I hope something can be done with this issue maybe. Thank you.
