'Adoption Services' option not working on phone

I am on ps5 and am unable to adopt a pet through the phone. When I go on the phone and press the adoption services button I can pick the kind (cat) but then nothing happens. The SIM doesn't even pick.up the phone, the icon never appears.

Currently doing off the grid so not checked with a laptop or computer, but will check tomorrow.

Don't think it's pack specific.
