I've just downloaded the pack no preorder, it's fully downloaded but I've loaded in and it is still saying it's being installed so I cannot access anything
I've reset my Xbox and everything and restarted my game multiple times

It sounds like the pack hasn't fully installed yet. Let's check the following:
- Highlight The Sims on the dashboard
- Press the Menu button on the controller
- Select "Manage Games and Add-ons"
- You should see an option here to "Install" your DLC
