Cant install base game for the first time

I cant install sims 4 basegame free version on my ps5 for the first time i tried everything

it a specific error message ws-116483-3 which is false because i can download anything else from the playstation store just fine

First please try a full powercycle on your PlayStation as well as your router/modem, let me know if you're still seeing this error code once you've tried that.

    alright i did that and it still doesnt work
