From the main menu of The Sims, please head into Game Options-> Other and be sure the Online Social Features Access box is checked. You'll also want to be sure your PSN ID is linked with your EA account here.
Let me know if you're still having issues once you've checked that please.
I did the following
- Made sure I was connected to my psn
- made sure my EA account was linked
- reinstall the game
- and made sure it was updated
- And clicked the online feature button in the main menu
still receive the error screen and no access to the gallery only library
