Could you please share the full error message you're seeing?
Are you signed in to the account that owns the pack, and does the pack appear as owned? Please check out your order history to confirm.
In the meantime, if you haven't already, please try clearing the EA App's cache and downloading the Island Living pack again. Doing so might help with download or install errors.

I am signed into the account that owns the pack. I've owned and played it for a few years so I can confirm the transaction went through.

Just to clarify, have you had PlayStation Plus before, and did you access Island Living through it? If so, it's been removed from the PlayStation Plus catalogue, which means you won't be able to access it unless you purchased the pack.
Otherwise, please try restoring your license if you haven't already. It'd also be worth trying the troubleshooting steps on this page with difficulty installing add-ons.
If you purchased the pack on PlayStation and the troubleshooting steps didn't work, I'd recommend contacting PlayStation's support team to see if there's anything wrong on the account side. Unfortunately, we can't access or discuss account details here on the forums, especially for purchases that weren't completed through EA channels.
