Game won't download, keeps stopping.

After the recent update on Dec 2, it wouldn't let me open the game cuz it was updating then out of no where it stopped and started saying "Installation stopped. Press (A) to retry or get more details".

 I did that then it says there's a problem with this game, and "In your queue, cancel the install for %2 and then try reinstalling it. (0x87e00031)"

So I did that still having the same problem, I've restarted my console, un-installed and reinstalled the game, and done all the troubleshooting steps Google has provided and still having the same issue, and my DLCs will download, but not my game.

If anyone has an answer to my issue please lmk.
