I bought the dog and cats pack but it's not letting me make any pets

How often does the bug occur? Every time (100%)
What is your current game version number? i dont know
What expansions, game packs, and stuff packs do you have installed? I bought the dog and cats pack but it's acting like I didn't buy it so I don't have any of the items I'm supposed to get
Steps: How can we find the bug ourselves? I tried turning off and resetting my PlayStation over and over again to see if he'll fix it
What happens when the bug occurs? it doesn't let me make pets or get any of the items
What do you expect to see? I expect to be able to make pets
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I went to the PlayStation store and bought the pack and then when I went to Sims it said I had it but when I went to new character and see if I can make a new animal I couldn't I thought I wasn't looking at the right place at first so I looked up it on YouTube and I went to the right place but it wasn't there.

If you're still having difficulty accessing your Packs, let's try some troubleshooting.
After installing a pack, the troubleshooting steps are:
- PS4-only: Confirm that the console shows the pack as INSTALLED and not “READY TO INSTALL” under Manage Game & add-ons
- If the pack isn’t there, download it and restart The Sims 4
- If the pack is installed
- Quit The Sims 4 and restart the game
- If it still doesn’t show up
- Press and hold the power button on the front of the Xbox One until it turns off
- Wait 30 seconds and turn on the console again (cold boot)
- Launch The Sims 4
- If it STILL doesn’t show up
- Press and hold the power button on the front of the Xbox One until it turns off
- Unplug the Xbox One from power
- Wait 30 seconds, plug it back in and turn on the console again
- Launch The Sims 4
