Lights work after 8 pm and turn off at 4:30 am

Hello, I am not using any CC. When it is just after 8 PM, my lights come on but when it turns 4:30 AM, they turn off. I have checked the neighborhood action plans. Nothing there no power conservation rule I have said lights to auto light or just turn on and they don’t…some rooms do stay lit. The game is up-to-date. My console is up-to-date. Just can’t figure out why my bill information also shows store instead of auto Sell. all rooms have ceilings with lights. This just started happening today. I’ve been playing this lot for a while now.
