Just to verify, when you check your PlayStation 4 Library or through the PlayStation Store remotely, does it show the addon as owned at all? Have you had the pack playable prior to it going missing?

Yes both packs were 100% playable. It doesn't show anywhere that I made purchase except my bank account (which doesn't show what I bought) just that I purchased from PlayStation Network. Only through my bank. My purchases doesn't show in PlayStation Network.

Make Sure Your PS4™ Game Licenses Are Synced
Restoring PS4™ licenses syncs all your purchases with your account on the PlayStation™Network. This process solves most issues related to any type of downloadable content, including game add-ons.

Sign in to your account on PlayStation™Network under which you purchased the content.

From the Home screen, go to [Settings] > [Account Management], and select [Restore Licenses]. Click [OK] when done.

Go to the [Library] > [Purchased], select the game you’ve purchased the add-on for and select the add-on.
The licenses for all your games and their add-ons you have purchased are restored now. If you still can’t find the game add-on, try reactivating your primary PS4™.

No matter what I try it's not there. I have proof I paid for them on my bank statements
[CM edit - Removed attachments as they contained personal information.]

There's one more thing you can try, and that's to ensure that you're on the PlayStation account that made the purchase itself. If you're on a second account, it may not display.
If you're still having difficulties, and it is not showing the addons are purchased in the PlayStation Library / Store, please reach out to Sony so they can take a look. The payment details and game entitlements are on their end, and they will be able to verify the status of those packs.
