Moonwood Mill Has No Houses

It sounds like this pack isn't fully installed to your console, please try the following to make sure it's downloaded:

• Restore the licenses on your console 
• Go to your Game Library 
• Scroll to Your Collection
• Select The Sims 4
• Scroll down to Add-Ons and locate your DLC here
• Select the DLC in this list and select Install
• When the download finishes, let your new content install and restart The Sims

Is this maybe also the reason that my Oasis Springs has a white screen when I try to travel there? I am going to try now.

I tried that. I even re-installed the entire game and there are still no lots on the map. And I can't exit I have to close down the entire game and re-start.

I was able to resolve this by uninstalling all my game packs and re-loading everything but the For Rent Pack. Once I did that I was able to see the Oasis Springs Map. There had also been 2 Moonwoodmills (Werewolf Pack) world thumbnails. But once I did this the second thumbnail also disappeared. So it appears that the corrupt file is coming from the For Rent Pack.
