No access to previous/purchased packs

Steps: How can we find the bug ourselves? Upgrade from ps4 to ps5
What happens when the bug occurs? No access to previously used packs
What do you expect to see? Access to packs
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Hello,

I recently upgraded from a ps4 to a ps5 and now when I open the game it says I do not own half the packs I have even though they say installed. Likewise all the maps are blocked that I had previously. I’ve tried redownloading the game and all the packs, restored licenses on the console, made sure it was primary etc. 

what can I do? I don’t want to stop playing the game but it’s frustrating to not have access to half the things you paid for / are used to playing with.

any help is appreciated !
