NPCs not visiting Community Spaces

It's been a few weeks that NPCs in my games are not visiting the Community Space. My sims are the only ones there and voting on space projects. I can call over nearby townies who will come into the space, talk with my sim then leave.
This happens, so far that I've noticed, in Evergreen Harbour, Newcrest and Willow Creek whether the space is set at Community Space, Community Garden, Marketplace or  Maker Space.
No Vendors show up at the stalls either. 
What I have noticed is the lot seems to be treated as a residential space with eco inspectors visiting and telling my sim that all seems in order and I should see a reduction in my bills even though the lot is designated as a community space.
I play on PS5, updated console and game. No CCs or mods.
