Steps: How can we find the bug ourselves? Log into my profile and look at my previously bought expansion packs
What happens when the bug occurs? The expansion packs bought are inaccesible and its giving me the option to buy them again
What do you expect to see? My expansion packs owned that are usable including the ones that are currently showing as unowned
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Had you previously been game-sharing with these expansions, or were these bought directly from your own account? Be sure to look over your Xbox account's transaction history to verify if these were successfully purchased on your own account.
If you are seeing these purchases on your own account, but you're still not able to access them, you'll need to get in contact with Xbox support so they can review your account and billing details with you a bit further to see why your content is currently not accessible for you.
