I'm not really sure, because I don't think it's missing dlcs. Everything is just fine when I'm online. But once I try to play somewhere that doesn't have internet, I can only play base game. I do use game share, but I've bought every one of my dlcs on my console, so I don't know why I can't use them offline
@MrsFlopyDonky Are you using EA Access for your packs or did you purchase them all separately?

Are they purchased under your account or a different account on the PS4?
I've only purchased them on my account on the xbox. I do game share but even then everything was still done under my gamertag/account. I was able to play cats and dogs and seasons at one point offline but I turned my xbox off and later when I came back to play some more, I was left with only base game. I can play everything normal online but soon as I go offline, I only have base
