I did have a large number of emotional items turned on. I turned them all off and shutdown. The issue has been reduced significantly but the problem still remains. It still takes quite a long time to complete actions. For example i can no longer get gold on social events because by the time my sims get through all the "lag" periods the event ends with me only completing 3 or so tasks. I used to be able to do all tasks with time to spare.
Its only on my home lot. The other ones function normally. Would having a large number of decorations be causing lag? I have 50+ paintings up and a collectibles room with all the frogs, rocks, mounted fish, and trophies out. As well as a garden of 60-70 plants. Its a 3 story house plus a basement. Could it just be too much stuff?

If you have a large number of items in the household inventory on top of all the collectibles and paintings, yes, you may just have way to much stuff out. It's a good idea to go through the household inventory and sell off anything extra that you don't need. Especially if you have harvestables in there, those add up fast!
If you live on a very large lot, say a 64x64 in Brindleton bay, you will probably see far more issues than you will in another world. I had a lot of issues in brindleton with the large lot, but very few on the same size lot in Windenburg.
You can always, if your collection is complete, save those rooms of collectibles to your library to have always and free up space on your lot.
