Transferred game exp packs, kits and stuff to newer XBOX but can't be used!!!!

Were you previously game-sharing? Are you logged into the same Xbox account these packs were originally purchased on? Please look over the transaction history on your console to verify you're logging into the same Xbox account your content was bought on.

Thanks for your reply and questions.  No, my daughter has not been game sharing, not sure what that means.  

Also, for your next question,  the destination xbox account of the sims4 file transfer does have a different account name.

** here's some history,, on the Old Xbox Sofia's Xbox account got hacked.  When she told me, I removed my financial info and built for her a new xbox account on the same xbox.  We simply stopped using that account and stopped using the disk launched SIMS4.  On her new xbox account I purchased  a digital SIMS4 w some various packs all on a different Xbox one S consol.  Now, many months later, I attempted to try all the various packs from the old xbox one to the newer xbox one S.  Yes, its a different xbox account name on the destination xbox.  Thanks for responding.
