Wants and fears

I downloaded the new update today, and now the wants, and fears are not working at all on console. I restarted the game, and they are still not working. And I do not have them turned off at all.

Yes it was on all save files. But than I did the update on the 12th and now the wants and fears are working, but the pictures are back being blacked out. And they were not blacked out on the update before the 12 on the ps4. It's so confusing.
