[XB/PS] Controls/Action Menus stop working

After playing the game for 2 mins, everything stops playing if I use the controller.   First 2 mins all good, then if I open say aspirations it freezes.  This has happened every time I load the game in past 24 hrs.  I have reinstalled game and all the packs, cleared cache, changed controller, powered down Xbox.  Everything, I'm at a loss now what to do.
