The game installation can be changed in EA App to wherever you choose. This is not to be confused with the location of the Electronic Arts > The Sims 4 folder which contains your saves, tray, and other user data. This folder is only ever created in the local Documents folder. If you move it to an external drive the game will create a new Electronic Arts > The Sims 4 in the local Documents folder as it only looks in this location for user data to load. If it doesn’t find data it creates a new TS4 folder.
If you want to store the Electronic Arts > The Sims 4 on an external drive you have to create a symlink https://answers.ea.com/t5/Mac/-Creating-a-symlink-in-macOS-to-store-the-Sims-4-folder-on-an/m-p/12329439

It isn't showing up in my local documents folder either.
